The meeting focused on the high-quality development of China's aluminum industry, focusing on the green use of red mud to reach six aspects of consensus.

The first is to "change the storage yard into green space and the mountain gully into forest farm". Each alumina enterprise should be based on local conditions and enterprise policies, classify the old and new red mud, steadily improve the comprehensive utilization capacity, especially for the stock of red mud storage field to adopt in-situ restoration technology, develop and use into grassland, forest land or industrial land, research and explore the construction of photovoltaic projects.

The second is "waste to raw materials, raw materials to products." Alumina enterprises should cooperate with waste enterprises to pre-treat the new red mud, standardize the red mud as a raw material, jointly promote the downstream development and utilization of red mud products, "graft" with the existing large industrial system, and become products to achieve "big industry to big industry to go". Further explore the establishment of an upstream and downstream long-term cooperation model in which alumina enterprises "first subsidize the growth of waste enterprises and then share the results of collaborative development".

Third, upstream and downstream units such as alumina enterprises, waste enterprises and scientific research institutes actively participate in the joint research projects on the green utilization of red mud organized by the government or associations. Focus on the promotion and application of scientific and technological achievements and industrialization demonstration work.

The fourth is to improve the whole society's correct understanding of red mud. By 2025, we will reduce the increase of red mud by 5 million tons through source reduction, and the utilization of red mud will exceed 12 million tons, an increase of more than 50% over 2022.

Fifth, continue to win the policy support of the National Development and Reform Commission, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Science and Technology and other relevant departments. Including red mud green utilization project, scientific and technological research, fiscal and tax policies, standard system and new product promotion and application.

Sixth, the International Forum held its annual meeting. The 2023 Red Mud Green Utilization International Forum was held for the first time this year, and will be held in rotation in other major alumina producing areas around the world, with the participation and strong support of various alumina enterprises and red mud waste enterprises to promote the implementation of various tasks.
